In a mixing bowl, combine the whipping cream, cacao powder, and sweetener. Use an electric hand mixer or stand mixer with the whisk attachment to beat for a few minutes until thick and fluffy.
If you want warm milk, heat it in a small saucepan over medium-low heat now. Otherwise, divide the milk evenly between two glasses.
